Don't get them for the scoundrels, anyway - if you're going to evolve, goblins, dwarves, orcs and halflings will all beat elves, in cost+effort/reward. Rogues work, but personally i've never really been bard user. If you're lucky to find a focus chamber, they kill T3's with a single volley right out of the gates. The elves can outshoot any other mounted archer while the other one is standing on a wall. The mounted archers are just stupid good and win games by themselves. It also gives you air elementals, which deal lightning damage, and not many things have good resists to that.
